14 September 2010 – Mr. Khoo Chin Hean will be joining OpenNet Pte Ltd as CEO-Designate on 1st October 2010. He will succeed Mrs. Tan Kah-Rhu, as OpenNet’s CEO with effect from 1st November 2010. She will be leaving OpenNet to pursue other interests.
Tan Kah Rhu
Mrs. Tan, a veteran in the aviation and telecommunications industries for more than three decades, was appointed as OpenNet’s first CEO in early 2009 to spearhead the roll out of the nation-wide passive optical fibre infrastructure for Singapore’s Next Generation National Broadband Network.
Mrs. Tan’s resignation comes after the implementation of the required processes and systems necessary for the rollout of the infrastructure, enabling OpenNet’s offer of wholesale dark fibre leases and associated services to qualified licencees. To date, the dark fibre infrastructure has been successfully rolled out to nearly 50% of households and non-residential buildings as well as all schools.
The Board of Directors of OpenNet wishes to record its appreciation and gratitude to Mrs Tan for her dedication, commitment and invaluable contributions to the company during its challenging formative years.
Khoo Chin Hean
A Colombo Plan scholar, Mr. Khoo Chin Hean started his career in the civil service in 1977 and had been extensively involved in public policy, regulatory and administration in several areas related to the environment, education and energy.
In 2000, he took up the appointment as the CEO of Public Utilities Board (PUB) to restructure the electricity and gas sectors for competition. This led to the formation of the Energy Market Authority (EMA) to implement and regulate competition in the electricity and gas industries.
Mr. Khoo subsequently headed the EMA to reform and restructure the energy sector. He retired from the civil service in December 2008 and continues to serve in Governing Boards of various organizations in the Government and private sector.
Prior to joining OpenNet, Mr. Khoo helmed the Energy Studies Institute of National University of Singapore as its Executive Director.
