Mr Mark Blake
Chief Executive Officer
Mr Mark Blake has spent over 20 years developing, implementing and marketing technology products and services in the finance and telecommunication sectors. He brings a range of operational management and business development experience across both technology start-ups and publically traded companies. His experience includes running large scale systems implementations throughout North America, Asia, Africa and the Middle East and leading regional offices in Australia and New York City.
Mark joined OpenNet as Chief Operating Officer in December 2011 and officially assumed the role of Chief Executive Officer from 1 October 2012. Prior to joining OpenNet, Mark held the position of Vice President, Asia Pacific for Axia NetMedia Corporation, leading Axia’s Singapore subsidiary. At Axia, Mark led the business development group through the OpenNet bid and award process. Mark has a Bachelor of Science (with Distinction) with Specialization in Computer Science from the University of Alberta and an MBA from the Richard Ivey School of Business at the University of Western Ontario.

Mr Tiong Onn Seng
Director, Project
As Project Director of OpenNet, Onn Seng is responsible for the rollout of the nation-wide fibre optic passive infrastructure to all homes, offices and buildings. Onn Seng has over 20 years of experience in telecommunications and cable TV industries. He began his career in Housing & Development Board as an Electrical Engineer. Thereafter, he joined Singapore Telecom, Singapore Cable Vision and StarHub; holding leadership positions in planning, implementing & operating fibre-based broadband network and managing third party Network Leased Agreement.
Onn Seng joined OpenNet in May 2009, and holds a Bachelor Degree (Honours) of Engineering (Electrical) from the National University of Singapore. He also holds a Bachelor Degree of Science (Psychology) from Central Queensland University, a Graduate Diploma in Financial Management from Temasek Polytechnic and a Diploma in Telecommunications Management from Temple University. In his leisure time, being a certified career coach, he does career coaching for friends and associates.

Mr Daniel Teo
Director, Technical Services
As Director of Technical Services, Daniel is responsible for the implementation of the OSS/BSS infrastructure to manage Network Operators and customers, and information systems to ensure quality service delivery and operational efficiency. In addition, Daniel also oversees the operations of nationwide passive fibre network in Singapore. Daniel has more than 12 years of experience in the telecommunications industry. He spent nine years with Singapore Telecommunications Limited (SingTel) and was involved in the implementation of its Asynchronous Digital Subscriber Line (ADSL) network from 1997 onwards. In addition, he was also involved in the design and implementation of wholesaling SingTel’s ADSL/ADSL2+ infrastructure to Internet service providers for their corporate and residential customers. He filed a patent (WO/2001/041392) on virtual private network selection in 2001 during his tenure in SingTel. Daniel holds a degree in Engineering (Electrical) from the Nanyang Technology University and has a Certification in Outsourcing Management for IT (COMIT). He volunteers his time by teaching Sunday school during his weekends.

Ms Khoo Ai Lin
Director, Finance
Ai Lin joined OpenNet as Finance Director in April 2009. She is responsible for financial planning and in implementing the financial policies of the company. She oversees the company’s financial affairs including treasury and tax planning. In her role, Ai Lin provides financial guidance on strategic business planning, the NGNBN network rollout activities and risk management, ensuring corporate governance within the company.
Ai Lin brings with her more than 20 years of corporate finance experience in the telecommunications industry, which included active involvements in the start-up operations of MobileOne and Hutchinson IntraPage during their fledgling phases. Ai Lin began her career as an Accountant with SingTel. Prior to joining OpenNet, she served a short stint as HR Director (HR Planning and Operations) in SingTel. Ai Lin is a Fellow Member of the Institute of Certified Public Accountants of Singapore. She is also a volunteer member of the NUS-YMCA Volunteer Management Programme organized by the NUS Business School. She graduated with a Degree in Accountancy from the NUS in 1985.

Mr Lee Khoon Aik
Director, Regulatory & Interconnect
Khoon Aik heads the regulatory and interconnect functions of OpenNet, making sure that the company operates in compliance with the regulatory environment. He also oversees dealings with peer operators on interconnect matters. Khoon Aik has been actively involved in regulatory/interconnect work since he started his career at the Telecommunication Authority of Singapore (currently the Infocomm Development Authority of Singapore).
His past work experience includes regulatory and interconnect positions at StarHub Ltd, and a commercial role at M1 Limited. Khoon Aik holds a Bachelor Degree (Honours) of Engineering (Electrical) from the National University of Singapore, as well as a Graduate Diploma in Financial Management from the Singapore Institute of Management University. In his free time, Khoon Aik enjoys reading, swimming and nature walks with the family.

Mr Daniel Ho
Director, Business Development & Communications
As Director of Business Development and Communications, Daniel oversees the business and commercial aspects of the company, managing the enterprise accounts of Qualified Persons who have interconnect agreements with OpenNet and is overall in-charge of new business opportunities for OpenNet. He is also responsible for marketing, driving greater awareness of OpenNet and NGNBN’s national optical fibre network.
Daniel has over 15 years of experience in the telecommunication industry. His previous experience includes stints with SingTel and Pacnet and was involved in the product and marketing management of advanced Internet / IT services for Enterprises and SMEs. Daniel graduated from Nanyang Technological University with a Degree in Business and holds a MBA (International Marketing) from Oklahoma City University. He is married and serves in his church’s children ministry.

Ms Quek Mei Ling
Director, Strategy & Business Planning
Mei Ling holds the position of Strategy and Business Planning Director at OpenNet. She is responsible for business planning and identifying strategic risks and opportunities for the company. Her purview also includes product management and shaping and defining the strategic plans that create alignment and integration of cross-functional initiatives with business goals. She has 12 years of experience in the telecommunications industry across product management, project management, network planning and operations. Prior to joining OpenNet Mei Ling was in SingTel where she held commercial and technical roles in the ISP business. Mei Ling holds a bachelor in engineering from Nanyang Technological University and an MBA from Adelaide University. She is a Project Management Professional (PMP) and has a Certification in Outsourcing Management for IT (COMIT).

Mr Ho Meng Third
Legal Counsel
A Barrister-at-Law admitted to practice in both Singapore and Malaysia, Meng Third was a practising lawyer for over 12 years specialising in dispute resolution and an in-house counsel for the last 6 years in a medical equipment company with worldwide presence dealing with all aspects of legal work from corporate secretarial to patent/intellectual property litigations.
